Survey - European Commission launches consultation on demand aggregation and matchmaking for strategic raw materials

The EU needs access to a secure, diversified, affordable and sustainable supply of critical raw materials, which are vital for strategic sectors such as the net zero industry, the digital industry, aerospace, and defence. In order to strengthen the supply security of critical raw materials which often relies on imports from third-country suppliers, President von der Leyen in the 2023 State of the Union speech announced the development of a demand aggregation and matchmaking mechanism for strategic raw materials, following the success of a similar mechanism for gas in the framework of the EU Energy Platform. This new initiative is part of the Critical Raw Materials Act (CRMA), which will enter into force soon, and will include different products in the value chain of strategic raw materials comprising extraction, processing and recycling of such materials.

In anticipation of the entry into force of the CRMA, and in order to implement its provisions as soon as feasible, the European Commission is inviting all undertakings and other stakeholders that would be interested in participating in the demand aggregation and matchmaking mechanism for strategic raw materials to take part in a survey so that they can express their expectations. Contributions to this consultation can be submitted until Tuesday 7th of May 2024. 

The information submitted as response will contribute to the assessment of the expected impact of the system on the market for each strategic raw material as foreseen in the CRMA. Individual responses from participants in this survey will not be published due to their potentially business-sensitive nature.
