Circular Health and Care Call
To stimulate innovation that supports the mission of a circular economy in the health and care sector by 2050, the circular health and care call will be launched. This call for proposals is initiated by Health~Holland in collaboration with the ChemistryNL.
In this Circular Health & Care call Health~Holland and ChemistryNL will make €2 million in PPP funding available in 2025 for research and development prijectss in the area of circularity-promoting products, services, and protocols that foster circulairity in the health and care domain. The call focuses specifically on two impact groups: 1) Disposables and 2) Instruments, devices, and aids. The innovation challenges for a circular health and care can be at the level of product, process, and system innovations. Examples of topic within these levels are explored in more detail below.
Product innovation:
- Material substitution through the use of recycled and bio-based raw materials, monomaterialization, and elimination of Substances of Very High Concern (SVHC)
- Product redesign focused on reuse, extending service life, remanufacturing, refurbishment, and recyclbability
- Dematerialization (‘less material use’) through: lightweight design, replacement of (hardware) products with software solutions, promoting more intensive/optimal usage of products
- Product reuse, for example, the reuse of products in new markets through, for instance, cascading products from acute care to long-term care settings
Process innovation:
- Smart separation and upgrading processes for hospital waste
- Decontamination processes for safe product reuse and material recycling
- Recovery of critical raw materials (CRMs) from healthcare products
System innovation:
- Development of (new) business models for actors in the (circular) healthcare chains
- Development of quality standards and admission criteria for the use of circular materials (eg bio-based & recycled) in medical products, packaging, etc.
Who is eligible?
Consortia which consist of research organizations (at least one) and companies (at least one), and preferably also relevant public organizations are eligible for PPP subsidy in this. Larger consortia are encouraged. The main applicant must be based in the Netherlands.
Available Budget
Between €250,000 and €500,000 in PPS subsidies can be applied for per project. Dutch research organizations and Dutch SMEs are eligible for this subsidy, subject to the applicable financial conditions. Co-financing by all consortium partners is required.

The application process consists of two steps:
Step 1: Pre-registration deadline – 14 October 2025, 17:00 CET
The pre-registration serves as an inventory and does not involve a selection process. The completeness of registrations will be verified, including consortium composition and requested PPP subsidies. When applicable, consortia with similar proposals will be connected with one another, and guidance will be provided for developing full applications. Additionally, the total number of submissions and requested PPP subsidies will be shared to help consortia assess their likelihood of success.
