Science for Industry Call 2026

Health Holland invites companies and research organizations to participate in the Science for Industry Call. In 2026, Health Holland has allocated at least €5 million Public Private Partnership (PPP) subsidy to support innovative collaborations between companies and research organizations. Through this call, Health Holland promotes the effective translation of scientific knowledge into industrial innovation and economic value. The programme aims to strengthen the Netherlands’ economic competitiveness, expand R&D capacity within the Life Sciences & Health (LSH) sector, and generate meaningful societal impact.

Health Holland promotes innovative research by financially supporting public-private partnerships (PPP) in the Life Sciences & Health (LSH) sector. With this call, companies and research organizations are encouraged to jointly invest in research & development (R&D), with the aim of developing sustainable, innovative products and services within the Dutch LSH-sector, in support of the Netherlands’ economic growth and resilience. Health Holland can financially support a collaborative project by awarding PPP subsidy.


Why participate? 

The Science for Industry Call enables consortia to advance the development of innovative LSH products and services by applying scientific knowledge and methodologies to clearly defined industry-driven challenges. Both Dutch companies and research organizations are eligible to apply for substantial PPP subsidy to accelerate research and development activities within the Netherlands. 

Who can apply? 

The Science for Industry Call is intended for consortia consisting of at least one company based in the Netherlands (the main applicant) and one Dutch research organization. Dutch micro-SMEs may participate as consortium partners, but are not eligible to act as main applicant. Other stakeholders, such as healthcare providers, patient organizations, foundations, and similar entities, are also encouraged to participate. Consortia will jointly carry out R&D activities, primarily in the Netherlands, addressing a concrete challenge originating from the main applicant, focused on (further) development of marketable products and services.  

Funding available 

Each project may request between €500,000 and €1,200,000 PPP subsidy. 

  • Dutch research organizations and Dutch SMEs may receive PPP subsidy covering a percentage of their eligible project costs, subject to the applicable financial conditions. 
  • Dutch large enterprises may receive PPP subsidy covering a percentage of personnel costs only, up to a maximum of €250,000, subject to the applicable financial conditions. 
  • Other types of organizations, such as healthcare institutions and international partners, may participate in the consortium but are not eligible to receive PPP subsidy. 
  • Cash contributions are permitted but not mandatory. A single party may not both receive PPP subsidy and provide a cash contribution to the project. 

Key eligibility requirements 

  1. The main applicant must be a for-profit company established in the Netherlands (note: micro-SMEs are not eligible as main applicant). The primary R&D challenge addressed in the project must originate from this partner. 
  2. The consortium must consist of at least one Dutch company and one Dutch research organization. 
  3. Dutch enterprises and research organizations must incur at least 80% of their personnel costs within the Netherlands. 
  4. Dutch enterprises applying for PPP subsidy must submit a “No Undertaking in Difficulty” declaration at the time of application, including the relevant decision tree and, where applicable, an organizational chart of the affiliated group. 
  5. The consortium agreement template provided for this call must be used, including the provisions regarding intellectual property. Only minimal modifications are permitted. 
  6. Each company may participate in a maximum of two applications. 
  7. Projects must consist of industrial research and/or experimental development. 
  8. Co-financing by all consortium partners (in-kind and, where applicable, in-cash) is required. 
⚠️ Please note: submitting a similar proposal to the SME Call 2027 (expected deadline Q4 2026) is not permitted. Consortia whose application was rejected after full evaluation under the SME Call 2026 (Phase 3) are also not permitted to submit the same or a similar application under the Science for Industry Call.  


Application procedure and timeline 

Timeline
The application procedure consists of two stages: a mandatory pre-registration, which serves solely for Health Holland’s planning and inventory purposes, and submission of a full proposal. Applicants will be informed of the decision regarding (conditional) approval or rejection no later than 10 December 2026. 

⚠️ Please note: submitting a pre-registration is required in order to be eligible to submit a full proposal. However, the pre-registration serves only for administrative purposes and will not be assessed on content. Applicants therefore do not need to await feedback or a formal invitation from Health Holland before proceeding with the preparation of the full application.
