15 years Health Holland: The impact on health innovation
This year marks Health Holland’s 15th anniversary. What began with the Top Sectors policy in 2011 has grown into a broad network in which public and private partners collaborate on health and innovation. In this timeline, we look back on 15 years of development, collaboration and impact, and on the journey we have taken together with the ecosystem.
A foundation for collaboration
With the introduction of the Top Sectors policy, TKI LSH was tasked with stimulating public-private partnerships in research and innovation. From 2014 onwards, TKI LSH independently awarded funding, while Health Holland gave the sector a recognizable identity. At the same time, the network expanded and new collaborations continued to emerge.
The challenges are growing
With the introduction of the Mission-driven Top Sectors and Innovation Policy, societal challenges and shared health missions became central. Collaboration expanded to include healthcare organizations, patients, citizens and government bodies, while Health Holland strengthened its expertise in valorization, entrepreneurship and healthcare innovation. During the COVID-19 pandemic, the importance of a strong and well-connected ecosystem became clear, enabling partners to act quickly together.
A more connected ecosystem
After the pandemic, key technologies, strategic autonomy, valorization and the faster adoption of innovations moved higher up the agenda. Partnerships became larger and more long-term, with initiatives such as RegMed XB, Oncode Accelerator, Biotech Booster and Health-RI. Health Holland’s role increasingly shifted towards connecting and mobilizing partners, ecosystems and shared ambitions.
15 years Health Holland
Even after fifteen years, the landscape continues to evolve. The Top Sectors structure is being phased out and the Dutch innovation agenda is taking a new shape. At the same time, major challenges around health, care, innovation and economic growth remain. This year marks Health Holland’s fifteenth anniversary. We are marking this milestone with a renewed identity and a new website that reflect who we are today.

Health Holland strengthens the Dutch Life Sciences & Health ecosystem. We bring together scientists, entrepreneurs, healthcare professionals, policymakers, and citizens to accelerate the translation of knowledge and innovation into practice. In doing so, we contribute to health and well-being for all, as well as sustainable economic growth and a strong competitive position for the Netherlands.
We foster public-private collaboration, strategically invest in research and innovation, and support entrepreneurs in developing, implementing, and scaling promising solutions. We connect knowledge, partners, and resources, identify opportunities and bottlenecks, and leverage our national and international network to accelerate collective progress.
Direction, advice and implementation
The Health Holland Board holds formal responsibility and oversees the strategic direction of the organization. Its focus is on societal and economic impact, continuity, and the development of the Life Sciences & Health ecosystem.
The Advisory Council serves as Health Holland’s strategic sounding board. Its members bring together diverse expertise, experience, networks, and perspectives from across the ecosystem. Drawing on this broad perspective, the Council advises the Board and the organization on relevant developments, opportunities, and strategic choices.
The Office puts this strategic direction into practice. The team develops and manages programs and public-private partnerships, supports entrepreneurs and consortia, manages funding instruments, and works on valorization, internationalization, strategy, impact, and communications.
Together, the Board, Advisory Council, and Office ensure that Health Holland sets a clear direction, remains agile, and stays closely connected to the ecosystem. Together, we turn innovation from insight into impact.
