Eureka Biotech Call 2026

Why participate

The EUREKA Biotech Call offers Dutch organizations the opportunity to take the next step in developing innovative CGT and OoC solutions through international collaboration. Both Dutch SMEs and research organizations are eligible for PPP funding.

Participation in this call provides access to an international network of companies and research organizations. These strategic partnerships and the exchange of knowledge enable participants to take the next step in translating research into practical solutions, creating economic and societal value for all participating countries.

Who is this call for

A consortium must consist of at least two independent Dutch partners, complemented by at least two independent partners from one of the priority countries participating in this EUREKA Call. For both the Netherlands and the priority country, at least one company and one research organization must participate. The partners must jointly conduct R&D within a balanced consortium that creates value for all participating countries.

The priority countries participating in this EUREKA Call are Belgium, France, Germany, Singapore, Spain, Sweden, and Switzerland. Organizations from other countries may also participate, provided they arrange their own funding.

What funding is available

Between €400,000 and €750,000 in PPP funding is available per project for the Dutch partners.

• Dutch research organizations and SMEs may receive PPP funding covering a percentage of their eligible costs, subject to the applicable financial conditions.
• Other types of organizations, such as healthcare organizations and foundations, are not eligible for PPP funding.
• International partners are responsible for securing their own funding.
• Cash contributions are permitted but not required. The same party cannot receive PPP funding and provide an in-cash contribution.

Key conditions for participation

1. The consortium must include at least one Dutch company, one Dutch research organization, and one company and one research organization from one of the participating priority countries.
2. Dutch companies applying for PPP funding must submit a “Declaration of No Undertaking in Difficulty,” including the corresponding decision tree and, if applicable, an organizational chart of the affiliated group.
3. Use of the consortium agreement template provided for this call is mandatory, including provisions on intellectual property (IP). Only minimal changes are permitted.
4. The project must involve industrial research and/or experimental development (TRL 4–7).
5. Co-financing by all partners (in-kind and, where applicable, in-cash) is required.

Application procedure and timeline

Dutch consortia applying for funding from Health Holland are strongly encouraged to indicate their intention to participate before submitting an application by contacting RVO and Health Holland.

The application procedure consists of a central submission through the online EUREKA project application form, supplemented by national documentation for Dutch participants.
